- Traditional actor models in urban development either contrast bilaterally the municipality and the public or trilaterally the municipality, the economy and the public. In reality, urban development is more complex. In the autumn of 2015, three German conferences variously highlighted the actors of urban development. These conferences give rise to contrast traditional actor models with new discursive approaches. On this basis, proposals on a new actor model are made.
